Who Sells in Cedar Grove

Cedar Grove is a township in northern Essex County, home to about 13,900 people. Three or four decades under one family's ownership usually leaves a Cedar Grove house with some history: a finished basement, a converted porch, a replaced furnace, sometimes with paperwork and sometimes without. In Cedar Grove, that history matters more than usual, because of how the township issues its pre-sale certificate.

Cedar Grove's Alarm Certificate and Its Conditions

The certificate for smoke and carbon monoxide detectors is applied for through the Building Department at 525 Pompton Avenue (973-239-1410, extension 246), and all inspections there are by appointment. The township's application spells out conditions that go well beyond the alarms themselves:

  • No open permits. No certificate is issued while any construction permit is open. Every required inspection must be completed and that work must hold a certificate of occupancy or approval before the alarm inspection is even performed.
  • A usable garage. The form states that the property must have a usable garage, meaning you can drive a car into it, and asks the applicant to explain if not. A garage filled wall to wall or converted into a room is a problem.
  • A visible house number. At least 2ยฝ inches tall and readable from 50 feet; four inches for a home built after 2017.
  • No bedrooms in the basement or attic. The form says sleeping areas are not permitted there.
  • Alarm proof. Hard-wired or wireless systems need a letter from the alarm company or an electrician confirming testing and heads under ten years old. Battery alarms must be under ten years old with a ten-year battery, one on each level including the basement and one outside each sleeping area, plus at least one CO detector.

Once issued, the certificate is good for six months for the current ownership. Homes with solar panels or a permanent generator also need the state's printed "multiple sources of power" label near the electric panel and meter.

The garage and bedroom rules are where long ownership causes friction. A basement bedroom used by a grown child, or a garage turned into a den years ago without a permit, can stop the certificate until it is undone or legalized. When we buy, we research the permit history, close what is open, and plan any correction as our own project. You do not have to empty the garage or tear out a basement room to receive our figure.

Property Taxes in Cedar Grove

Cedar Grove's 2025 general tax rate was 2.603 per $100 of assessed value, and its effective rate of 1.943 was below that of most Essex County towns. Installments are due Feb. 1, May 1, Aug. 1 and Nov. 1, and the payment must reach the tax office by 4:30 p.m. on the 10th; postmarks are not accepted. After that, interest is charged from the 1st at 8% on the first $1,500 and 18% above it, and it stays at 18% until the account is current. The township adds one more consequence that many owners miss: if tax and interest together are over $10,000 on December 31, a 6% year-end penalty is added. Tax bills come twice a year: an estimated bill in June for the August quarter, then in September the final bill covering November and the first two quarters of the next year. At closing, the title company orders a payoff and every open quarter is paid from the sale price.

Water, Sewer and Utilities

Both utilities are run by the township. The Water Department maintains the mains, pumping stations and storage tanks (billing questions, extension 212; meter and service questions, extension 283), and the Sewer Department operates the collection system, pump stations and a wastewater treatment plant at 340 Little Falls Road. The tax office takes water and sewer payments, but by separate check from taxes. Before closing, the final water bill is settled through the title company. One small note for families handling a parent's house: the state-funded low-income water assistance program is not open to estates.
