A Borough Where People Rarely Move
Kenilworth covers about two square miles in the middle of Union County and holds roughly 8,600 people. It is unusually settled: in the Census Bureau's latest five-year survey, 97.5% of residents were living in the same house they had lived in a year before, and households average close to three people, above the Union County figure of 2.82. Three homes in four are owner-occupied, and the median value for an owner-occupied home was $522,200.

Low turnover means that when a Kenilworth house does come up for sale, a single family has frequently owned it for a generation. Additions put on decades ago, a basement apartment for a relative, a two-family with a parent upstairs: we buy houses like these, and each one is priced on its own merits.
Kenilworth's Certificate of Compliance
The borough handles resale through an Application for Certificate of Compliance, filed with the Building Department at Borough Hall, 567 Boulevard. The same form covers a sale of property, a new business and the sale of a business, and it asks for the buyer's name and address alongside the seller's. The version posted in September 2026 prints the fees right on the form: $200 for a two-family residence, $85 for each additional unit and $300 for commercial, industrial or business property. For a single-family house, confirm the current figure with the department at 908-276-5802, weekdays from 8:30 to 4:30.
One office does most of the work here. Kenilworth's construction official is also the building subcode official, the zoning officer and the code enforcement officer, so the person reviewing your resale certificate is the person who knows the permit history of the property. That matters because the Building Department states that it follows up on every open permit in the borough, sending Notices of Violation and, in some cases, orders to pay penalties. A water heater, furnace, deck, fence or generator installed under a permit that never got its final inspection is likely to surface during a sale.
When we buy, closing out those permits is part of our side of the deal. We request the final inspections, correct whatever fails, and pay any fees involved. If a past project would need real work to pass, we account for it in the written price before you agree to anything, rather than raising it later.
The Fire Bureau's Smoke Detector Form
Separately, New Jersey requires a smoke and carbon monoxide alarm certificate whenever a one- or two-family home sells. In Kenilworth this is the fire department's Smoke Detector Application, used for any change of occupancy, whether a sale or a new tenant, in a single-family house, a two-family or a rental apartment. The borough's instructions are old-fashioned: download and print the form and mail it with the fee to the Kenilworth Fire Department, Attention Bureau of Fire Prevention, 491 Washington Avenue. The bureau's number is 908-276-3791. Because the paperwork travels by mail, leave time for it; on a sale to us, we send it and meet the inspector.
Taxes, and a Tax Sale Held in Borough Hall
Kenilworth's 2025 general tax rate was 6.625 per $100 of assessed value, against an effective rate of 2.002. Assessments here sit well under market value, which is why the general rate looks so high. Taxes are paid quarterly on Feb. 1, May 1, Aug. 1 and Nov. 1, and no interest is charged if the payment reaches the office by the 10th. After that, interest of 8% to 18%, depending on the balance, runs back to the 1st, and the office applies late payments to interest before principal. Payments are dated on arrival, never by postmark. Unpaid balances go to the borough's tax sale. The most recent one was a public auction held at 11 AM on December 4, 2025, in the Council Chambers at 567 Boulevard. If a lien certificate on your house was sold there, it can still be redeemed with the interest and any penalty owed, and the title company pays it off from the sale price at closing. Two-Families, Tenants and Landlord Registration
Under state law, an absentee owner of a one- or two-unit rental must file a Landlord Identity Registration Statement, and in Kenilworth that form goes to the Borough Clerk at 567 Boulevard, with a copy to each tenant. The borough does not have a rental assistance board, so tenants are pointed to the state's housing resources. When we buy an occupied two-family, nobody has to move: the leases keep running, the security deposits and their interest come to us at closing, and each tenant gets written notice of the new owner. Estates and Foreclosure
Because so many Kenilworth houses stay in a family, a good share of sales are estate sales. The executor's authority comes from the Union County Surrogate at 2 Broad Street in Elizabeth (908-527-4280). Foreclosure sales for the whole county are run by the Union County Sheriff. They are usually held on Wednesdays at the Warinanco ice rink in Roselle, but in 2026 two sales were moved to the Galloping Hill Golf Course, right here in Kenilworth. Whatever the venue, you can sell privately up until the auction, and an owner in foreclosure has ten business days after signing with us to cancel.

- We walk through once and send one written cash figure, normally by the next day.
- Once you accept, we order title, file the Certificate of Compliance and mail the smoke form.
- Settlement happens at a New Jersey title company or attorney's office, or remotely with a notary, on the day you choose.
