Maplewood adopted its Certificate of Continued Use and Occupancy ordinance, usually called the CCU, in 1992. One detail differs from West Orange, where the owner of record applies: in Maplewood, for a sale, the township's page says the application is made by the buyer, while for a rental the owner applies.

The fee schedule was revised in 2009, when the township raised the standard inspection fee, added an optional expediting fee for faster service and created a penalty fee for reinspections. Applications go to the Building Department at (973) 762-8120, extension 3700, and anything received after 4:00 p.m. is logged as the next business day. Code enforcement in Maplewood works from Chapter 203 of the township code, the property maintenance chapter, so the inspection looks at the actual state of the house, not only its paperwork.

Payment is taken by the fire inspector on site on the day of the visit, and only cash, a check or a money order made out to the Township of Maplewood is accepted; there is no online payment.

Rentals: Registration and Rent Control After October 2025

Maplewood licenses rental units. Each year runs from March 1 to the last day of February, and the registration fee is $75 per unit. Larger buildings are also subject to the township's rent control ordinance, and its rules changed recently:

  • The ordinance reaches any building holding three or more rented apartments, mixed-use buildings included. Owner-occupied buildings of three units or fewer, buildings of fewer than three units, and hotels or other short stays are exempt.
  • The yearly allowable increase equals the average rise in the Consumer Price Index over the previous three calendar years.
  • Until October 7, 2025, a landlord could set a new starting rent when a tenant moved out. After that date vacancy decontrol was eliminated, so a covered apartment stays at its controlled rent through a turnover.
  • Questions go to the Township Clerk's Office or the Rent Leveling Board.

Taxes, Sewer and Water

Maplewood property taxes come due Feb. 1, May 1, Aug. 1 and Nov. 1, and the ten-day grace period ends on the tenth of each due month. The Tax Collector (extension 2500 at the township's main number) also posts sewer billing information alongside the tax bills. In 2025 the township's general rate was 2.401 per $100 of assessed value, and the effective rate, which adjusts for how assessments compare with market value, was 2.434.
