No Township Resale Certificate Since 2021
For years Old Bridge required a Certificate of Approval from its Housing Inspection division before a home could change hands. That ended on November 19, 2021, when the township announced it would no longer require or even accept Certificate of Approval applications for resales. Today the certificate is used only for rentals, so if you are selling a house you live in, there is no township housing inspection standing between you and the closing.
Rentals are a different story. A house that is being leased still needs a Certificate of Approval, which costs $165 for a single-family home, townhome or condo and $150 for units in apartment complexes, senior housing included. It is good for 90 days, every open permit has to be closed before it is issued, and a re-inspection carries another fee. Since January 1, 2023, rental homes built before 1978 have also needed a lead-safe certification from a certified evaluator, renewed every three years or at tenant turnover. The Smoke and CO Certificate Comes From Your Fire District
Dropping the township certificate did not remove the state requirement. Under state law, no one- or two-family dwelling may change owners without a smoke and CO alarm certificate. In Old Bridge, fire protection is organized by fire district, each overseen by its own board of fire commissioners, and the district covering your street is the one that inspects. Fire District 3, for instance, books residential smoke and CO compliance inspections through a form on its website and can be reached at 732-723-1124.
The inspector wants working smoke alarms on every level and outside each sleeping area, a CO alarm near the bedrooms, and ten-year sealed batteries in place of replaceable ones. Houses that were built with hardwired alarms need to keep them hardwired; the township's own housing page warns against swapping them for battery units. Property Taxes in Old Bridge
The Middlesex County Board of Taxation sets Old Bridge's rate from the budgets of the township, the school district, the fire districts and the county. The township mails a single bill each July carrying stubs for August and November of that year and February and May of the next, and the first-half amounts are simply half of the prior year's total. Quarterly payments are due on the 1st, with a ten-day grace period by township resolution. A late installment is charged the statutory maximum, 8% on a delinquency's first $1,500 and 18% above it, and arrears over $10,000 pick up a further 6% penalty. Old Bridge is also firm about arrears. Taxes that stay open a year or more go into the annual tax sale, and each year the township assigns its own liens to the township attorney to foreclose in rem, which is how a municipality takes title to a property. One more number worth understanding: in 2025 the general rate was 6.094 per $100 of assessed value, but the effective rate, which the state calculates against market value, was 1.836. That gap means Old Bridge assessments are a fraction of today's prices, so the assessed value on your bill will look low. Our offer is based on what comparable houses actually sell for.
Water and Sewer From the OBMUA
The Old Bridge Municipal Utilities Authority supplies drinking water and carries away sanitary sewage for township residents, and it bills both. Its office is at 71 Boulevard West in Cliffwood Beach, and billing questions go to 732-566-2534. Customers who qualify as seniors get a 20 percent rate reduction, so if the account was in a parent's name with that discount, the final bill may look different from what the next owner will pay. Estates and Downsizing in Old Bridge
When the owner has died, the sale starts at the Surrogate's office. The will's executor, or the administrator the court picks when no will exists, can sign our contract once letters are issued by the Middlesex County Surrogate. When every heir is a Class A beneficiary, such as a spouse, child or grandchild, New Jersey charges no inheritance tax and the executor can file for a waiver.
