A Dense, Renter-Heavy Waterfront City

Perth Amboy sits where the Raritan River meets Raritan Bay, and it packs nearly 57,000 people into 4.66 square miles of land, close to 12,000 residents per square mile at the 2020 census. Only about a third of homes here are owner-occupied, far below the 63.6% rate for Middlesex County as a whole. Most housing here is rented, and the city's own sale-inspection fee sheet is written around one-, two-, three- and four-family buildings. The city is also strongly bilingual: four in five residents talk at home in a language other than English, and about half were born outside the United States.

A citywide median value says very little about a particular building. A well-kept one-family near the waterfront and a tired three-family with a long list of code items are priced on their own condition, their rents and their paperwork, so we come out, see the property, and then commit to one number on paper.

The Certificate of Code Compliance

Perth Amboy does not let a home change hands on the seller's word alone. Under Chapter 181 of the city code, the Department of Code Enforcement at 375 New Brunswick Avenue (732-826-0183) inspects the property and issues a Certificate of Code Compliance before the sale. The application is filed by the owner and names the purchaser, and when there are no violations the city says a permanent certificate can be ready within seven to ten days.

The inspection checklist is long and specific. Inspectors look for flaking paint inside and out, house numbers at least three inches tall, ground-fault outlets within six feet of water, a red-covered emergency shut-off on the furnace, a pressure relief valve with an extension tube on the water heater, and windows that open and stay put. An oil tank that is no longer in use has to be removed or filled under a permit, every open permit needs a final approval, and a fireplace or wood stove needs a chimney sweep's certification. The fire side checks the smoke and carbon monoxide alarms, which is how the city meets the state's alarm certificate requirement for a sale.

Two details catch sellers off guard. The buyer must give the city a notarized letter promising that the attic, basement or garage will not be used as bedrooms or as a separate rental. And if the house is not going to pass in time, the city can issue a conditional 45-day certificate, but only when the buyer signs a notarized letter accepting responsibility for the repairs, and never when the open items are fire violations. When we are the buyer, we sign that letter, take the repair list, and deal with the city after closing, so a failed walk-through does not become your problem.

Rental Registration and the Rent Control Cap

Since November 1, 2018, every Perth Amboy property containing two units or more has needed registration, and a one-family bought as a rental must be registered by its new owner. Registrations run for one year and are filed with the Office of Housing and Social Services on the second floor of 1 Olive Street (732-826-4300). Rents themselves fall under the city's Rent Control Ordinance, Chapter 353, which the Rent Leveling Board enforces. Since an amendment that took effect November 1, 2022, a covered unit's rent may rise no more than 3% a year when water is included and 2.5% when it is not, and a tenant on a term shorter than a year cannot be raised until the tenancy passes twelve months.

For a seller, those rules shape what a buyer will pay and how quickly a bank-financed buyer can close. If the registration has lapsed, or a past increase went over the cap, a lender's buyer may walk. Tenants stay put through our purchase, on the leases they already have. Under New Jersey's Anti-Eviction Act, a change of owner is no ground for removing a tenant, so the leases simply continue with us as landlord, and the tenants' security deposits and interest are turned over to us at closing. Taxes, Grace Periods and the December Tax Sale

The tax collector works out of City Hall at 260 High Street (732-826-0290, ext. 4022). Bills go out twice a year, in January for the February and May quarters and in July for August and November, and each quarter is due on the 1st. The grace period lasts ten days, counting the due date, and is extended past a weekend or holiday that lands on day ten. Once it lapses, the city charges 8% interest on a delinquency up to $1,500 and 18% on every dollar past that.

On the state's 2025 figures, Perth Amboy's general tax rate was 3.178 for every $100 of assessment, while the effective rate, which compares taxes to market value, was 2.296. Unpaid balances do not sit quietly. The collector holds a tax sale every December, and it covers overdue water and sewer charges as well as taxes through the fourth quarter. Before the sale, the list of properties is printed in The Star-Ledger and the owners are notified; paying the full amount before the sale date keeps a property off it. Water and Sewer: a City System Run by Contract

Perth Amboy owns its water treatment plant and its sewer lines, but under a ten-year agreement both are managed by Utility Service Affiliates (Perth Amboy) Inc., a subsidiary of Middlesex Water Company that serves about 12,000 accounts in the city. Billing and collection stay at City Hall (ext. 4025), while service calls go to the utility at 732-826-5335. On the sewer side, all of the city's wastewater is pumped from the Second Street station to the Middlesex County Utilities Authority for treatment. Because these charges can end up in the December tax sale, we ask for the closing balance as soon as a settlement date is set and have the title company pay it from the price.

Flood Maps and Historic Districts

Low ground along the river and the bay carries real flood risk, and the city's Code Enforcement office keeps a map of the Special Flood Hazard Area; you can ask for it at 732-826-0183, ext. 4824, or look up your block on FEMA's flood maps. Each seller in the state must now fill out a flood risk disclosure that asks about past water, insurance claims and the flood zone. Fill it out honestly. Water history changes our price, not whether we buy.

Perth Amboy also formed a Historic Preservation Commission in 1993. Under Chapter 258 it reviews proposed changes to buildings in the city's historic districts, along with new construction in or beside them. Selling needs no approval from the commission, but a buyer planning exterior work will ask about it, and taking that question off your plate is part of what we do.
