The Rahway CACO, Step by Step

The Certificate of Approval for Continued Occupancy comes from the Division of Property Maintenance in the Department of Code Enforcement at 1 City Hall Plaza (732-827-2199). One application form covers every property type. For a one- or two-unit house, the smoke and carbon monoxide alarm check is part of the same visit, so there is no separate fire bureau appointment for most sellers.

Timing is the part that trips people up. The city's instructions say demand is unusually high and ask for complete applications two to three weeks before closing. After the application and fee (check or money order) are in, an inspector reaches out within seven business days to set a date, and the written report follows within about five business days. A house with two or more units also needs a zoning permit before the CACO application is even considered.

What the inspector tends to write up

Rahway publishes a list of the most common CACO problems, drawn from the 2018 property maintenance code: worn exterior surfaces, cracked foundation walls, roofs that let water in, unsound stairs, porches and decks, cracked or broken windows, missing screens, peeling paint and loose plaster, damaged sidewalks and driveway aprons, damp basements and crawl spaces, and stairways of more than four risers without handrails. An older Rahway house can easily hit several of these.

The temporary certificate route

If the house fails, the sale does not have to stall. Rahway will issue a temporary certificate when every fire safety measure is in place and the buyer signs an affidavit, notarized by a New Jersey notary, agreeing to handle the remaining items. A buyer using a mortgage often cannot or will not do that. We can, because we plan to do the repairs anyway. You make sure the alarms are working, or we install them, and the rest becomes our list. Flooding Along the Rahway River

The city is candid about water. Its flood information page says Rahway has many flood-prone areas and names the land around the North and South Branches and Robinson's Branch of the Rahway River, Orchard Street Brook, Maurice Avenue Brook, Milton Lake and Rahway Lake Park. Rahway participates in the National Flood Insurance Program, and because of the city's Community Rating System credits most policyholders get a premium discount. The City Engineer (732-827-2176) can confirm a property's flood zone status and keeps a list of available elevation certificates.

For a seller, two things follow. Since March 2024, New Jersey requires every seller to disclose known flood history and flood zone status on the disclosure statement. And houses that have taken water often have the hidden damage that scares off financed buyers. We buy those houses, and we account for the flood risk openly in the number rather than discovering it after the contract.

Water Service and Lead Lines

Rahway's water comes from Veolia, the company formerly known as SUEZ, so the final water reading before closing is arranged with Veolia. The city also posts an inventory of properties whose service lines contain lead or galvanized material; the latest version was updated July 10, 2026. If your address is on that list, it is useful to know before a buyer asks, and we still buy.

Taxes and Tax Sale

Rahway's 2025 general tax rate was 7.584 per $100 of assessed value, with an effective rate of 2.542. Taxes follow the statewide quarterly schedule of Feb. 1, May 1, Aug. 1 and Nov. 1, and the city sometimes moves a deadline when bills go out late: in 2026 the August quarter could be paid without interest through September 25. The Tax Collector answers at 732-827-2050, and a 24-hour drop box sits behind City Hall. Delinquent accounts can end up on the city's tax sale list. Vacant Houses and Landlords

An empty Rahway house has to be registered within 10 days of becoming vacant, and a lender that starts a foreclosure must register the property within 10 days of serving the complaint. Landlords register with the city, either online or through the City Clerk, and need a CACO issued in each new tenant's name before move-in.
