Roseland at a Glance
Roseland is a borough of a little over six thousand people on about three and a half square miles, with its municipal offices along Eagle Rock Avenue. Roughly four homes in five are owner-occupied, households are on the small side at about two and a half people, and nearly one resident in four has turned 65. That mix points to sales by long-time owners: a couple moving to a smaller place, children settling a parent's estate, or a landlord ready to stop renting out a house.

A median is a midpoint, not a price for your house. A split-level that has not been touched since it was built and a renovated colonial will sit far apart, so our figure comes from comparable sales and the actual repairs your house needs.
The Residential Resale Application
Before a Roseland home is sold, the seller files a Residential Resale Application with the Code Enforcement Department at 300 Eagle Rock Avenue (973-403-6046) and pays $200. An inspector then checks the house against ten requirements on the borough's form:
- A working smoke detector on each level, basement included. Ten-year sealed battery units are allowed, but they cannot replace hard-wired detectors or an alarm system the house already has.
- A working carbon monoxide detector near every sleeping area.
- An explosive natural gas alarm installed to the maker's instructions.
- No smoke, carbon monoxide or gas detector older than ten years.
- No loose or missing stair treads, risers, handrails or guardrails.
- Every electrical panel cover, switch plate, outlet plate and junction box cover in place.
- A sump pump, if there is one, piped outside rather than into the sanitary sewer.
- Furnace or boiler and water heater properly fitted and vented to the chimney.
- A water heater relief valve that discharges between two and six inches above the floor.
- No holes, open penetrations or missing drywall or plaster in the walls or ceiling of an attached garage.
The application also makes the seller responsible for closing every open permit before the sale. The certificate will not be issued until the borough has the buyer's name and phone number, and once issued it is valid for 180 days.
The temporary certificate route
If the house cannot pass in time, the form allows a temporary resale certificate, requested by letter from the buyer's attorney. A buyer with a mortgage often cannot go that way. We can: our attorney sends the request, we close, and the corrections become our responsibility rather than a condition you have to meet first.
Final Water Reading and Utility Bills
Roseland bills water and sewer together every quarter; the third-quarter 2026 bills went out August 17 and 18 and were due September 15. The borough's water comes from the Essex Fells system, and Roseland posts the quarterly PFOA notices it receives from Essex Fells, measured against New Jersey's limit of 14 parts per trillion, on its website.
The resale application puts the final meter reading on the seller or the seller's attorney, and the borough adds a $150 read fee to the final water bill. Until that reading is done, the resale certificate stays in the office. On a sale to us, our title company schedules it and pays the bill from the proceeds. After closing, the name on the tax and water accounts changes once the recorded deed reaches the Tax Assessor from Essex County, so there is nothing for you to file.
Taxes and the Borough Tax Sale
Roseland mails its tax bill once a year, in summer after the new rate is approved, with four quarterly stubs: the quarters fall due on February 1 and May 1, then August 1 and November 1. The grace period runs ten days and moves to the next business day if Borough Hall is closed on the tenth. The Finance Department, which includes the Tax Collector, works out of 140 Eagle Rock Avenue (973-226-8080).
Roseland had the lowest general tax rate of any Essex County town in the state's 2025 table, 1.862 per $100, with an effective rate of 1.817. Unpaid prior-year taxes and utility charges go to the annual tax sale; the 2025 sale was held December 11 at 140 Eagle Rock Avenue and advertised in the Caldwell Progress. Landlords and Vacant Houses
Roseland is stricter with rentals than state law alone. Under Ordinance 38-2023, every one- and two-family rental must be registered with Code Enforcement by January 31 each year, whether or not the tenant changed and even if the unit is empty. Registration is free, but each unit needs its own form, and a landlord without a current Certificate of Continued Occupancy for the tenants in place must apply for a rental CCO along with the renewal. The borough warns that unregistered landlords lose protection in tenant disputes. Empty houses carry their own costs. Under Code Section 11-2, a property in foreclosure must be registered once the lender serves a notice of default or files, and a vacant or abandoned building pays $250 a year to register, $500 on renewal if a code violation is still open, and $750 if it stays open after that. The owner must name a person or management company in New Jersey within 50 miles to inspect the property twice a month. Selling a vacant house sooner ends those charges.
Estates, Foreclosure and Historic Properties
Executors handling a Roseland estate get their letters from the Essex County Surrogate (973-621-4901), and with those letters they can sign the deed. We buy with the contents in the house. Owners facing foreclosure can still sell right up to the sheriff's auction, and state law gives them ten business days to cancel a contract with a buyer like us. Roseland also has a Landmarks and Historical District Commission, created under the borough code to protect buildings and landscape features of historic or architectural interest.
