Who Sells in West Orange, and Why
West Orange is a big township by Essex standards, twelve square miles of land holding close to 49,600 residents. Seven in ten homes are owner-occupied and the 2020–2024 median value of those homes was $557,300, so plenty of houses here sell as ordinary listings. Selling to a cash buyer makes sense when there is a particular reason: a parent's house that needs a decade of updating, an addition or finished basement that was never inspected, a move that cannot wait for a spring market, or two heirs who would rather split a check than manage a renovation.

The Certificate of Continued Occupancy
Section 25-40.2(d) of the township code says that before any existing residential building of one or more units is sold or rented, a Certificate of Continued Occupancy (CCO) has to be obtained. It is issued under the Construction Official's authority, residential inspections are handled by the Zoning Enforcement, Property Maintenance and Public Housing office at 66 Main Street, Room 200 (973-325-4119), and the application must come from the owner of record. The certificate is proof that the house meets township and state health and safety codes, the fire safety rules in Chapter 18, and the land use regulations, or is a lawful nonconforming use. It also states the maximum number of people who may live there.

West Orange puts real teeth behind the rule. An owner who closes without a CCO commits a separate violation for every day until one is issued, and the ordinance says brokers, attorneys and other agents in the deal can be held liable too. The Tax Assessor is told to remind anyone ordering a tax search that a CCO is needed. On the other side, the township can issue a temporary CCO when the only problems are minor ones that do not threaten a new occupant, with up to 30 days to finish them and no extra charge for the permanent certificate.
What the inspector checks
The township's checklist starts with closing every open permit, and that is where many West Orange sales stall. A deck, a basement bathroom or a kitchen job that was permitted years ago but never given a final inspection holds up the CCO until a building inspector signs it off, and the Building Department's own page warns that skipping rough and final inspections brings penalties starting at $2,000. After permits, the list covers smoke and carbon monoxide detectors, sidewalks and walkways, handrails and balusters on the front, rear and basement stairs, exposed wiring and ungrounded outlets, relief valves on boilers and water heaters, where the sump pump discharges, venting of heating equipment and bathrooms, broken windows and failing retaining walls, unregistered vehicles, zoning conformance and signs of work done without permits. Electricity and water must both be on for the visit.

Taxes, Sewer and Water
The township mails the annual tax bill by July 1, and when it has to send an estimated bill, a corrected one follows by October 1. Quarterly installments fall on Feb. 1, May 1, Aug. 1 and Nov. 1. Sewer is billed separately by the Tax Collector: the bill goes out by March 1 and is due April 1. Drinking water is not a township service at all; New Jersey American Water (1-800-652-6987) supplies it, so the final reading comes from the utility.
For 2025 the general rate was 2.627 per $100 of assessed value and the effective rate 3.080. Because the effective rate is the higher of the two, West Orange assessments were running above the state's view of market value that year, and on that measure only the City of Orange carried a heavier effective rate in Essex County.
West Orange holds its tax sale every year, usually in the early fall, for unpaid taxes and sewer charges from the previous year. Once a property appears on the list, the office stops taking online payments and wants certified funds for the full amount. Rentals and Rent Leveling
Chapter 15 of the township's ordinances regulates rents in larger buildings. Hotels and motels are exempt, as are buildings with three or fewer units and four-family houses where the owner lives in one apartment. For covered units a landlord may raise the rent by up to 3 percent a year at renewal, or 2 percent when the tenant pays for heat, and newly built units set their own first rent. A Rent Leveling Board hears disputes, offers mediation and keeps registration files on residential properties.
Whatever the size of the building, the CCO rule applies to re-rentals as well as sales, and the application for a rental must include a copy of the lease. When we buy an occupied house, the leases continue under New Jersey law and the deposits move to us at settlement.
Estates and Downsizing
Many West Orange houses come to us from families settling an estate. The executor or administrator appointed by the Essex County Surrogate (973-621-4901) signs the deed, and children and grandchildren inheriting from a parent pay no New Jersey inheritance tax.
