Why a Westfield Owner Might Skip the Listing

Westfield is a town of about 32,600 people where the Census Bureau puts the median owner-occupied home at $953,400, far above the Union County median of $529,200, and four households in five own where they live. Plenty of Westfield houses sell well on the open market, and for some owners a listing is the right call. A direct sale tends to make sense in narrower cases: a house that would need a major renovation before it showed well, an estate where the heirs live far away, a relocation on a fixed date, or an owner who simply does not want months of showings in a family home.

The Smoke Detector Certificate

The Westfield town website lists one inspection for a home sale: the Fire Prevention Bureau's smoke detector certificate, which covers the smoke and carbon monoxide alarm check New Jersey requires before a one- or two-family house is sold. Its fee depends on how soon the inspection must happen after the bureau receives payment:

  • $100 when the inspection is scheduled more than ten business days out.
  • $125 for four to ten business days.
  • $150 for fewer than four business days.

Inspectors come on Tuesdays and Thursdays between 9 AM and noon, and they do not call ahead. Since January 1, 2019, battery alarms must be ten-year sealed units, though hard-wired alarms are accepted. The application can be filed online or on paper at the Fire Prevention Office at Town Hall, 425 East Broad Street, and the bureau answers at 908-789-4145. We did not find a separate resale certificate of occupancy on the town's site; the title company confirms what applies for each address. When we buy, we file early to keep the fee at the lowest tier and are there for the morning visit.

The Graduated Fee Above $1 Million

In a town where the median home is just under $1 million, a 2025 state change can matter. On deeds recorded from July 10, 2025, a Westfield seller pays New Jersey a graduated percent fee on any sale of $1 million or more, in addition to the regular realty transfer fee. The rate applies to the whole price: 1% from $1 million to $2 million, 2% to $2.5 million, 2.5% to $3 million, 3% to $3.5 million and 3.5% above that. A $1.2 million sale therefore carries a $12,000 graduated fee before the ordinary transfer fee is counted.

Historic Properties

Westfield has a Historic Preservation Commission that reviews proposed work on designated historic properties. Exterior changes to a designated property need a Certificate of Appropriateness, and applications, including past ones, are kept by the Planning and Zoning office at 959 North Avenue West. For a seller this mostly shapes the buyer pool: someone planning a teardown or a large addition has fewer options on a designated lot. We look up a property's status on the town's historic preservation map before making an offer and price the house for what can actually be done with it.

Taxes, Sewer and Water

Westfield's 2025 general tax rate was 2.292 and its effective rate 1.810, the third-lowest effective rate in Union County after Summit and Mountainside. Property taxes are paid quarterly, and the town also bills a yearly sewer fee; both can be paid online or at the Tax Collector's office at 425 East Broad Street (908-789-4040). The town's water utility, New Jersey American Water, runs a lead service line replacement program in Westfield. At closing the title company prorates the current quarter and the sewer charge by the day, orders the final water reading, and pays any arrears from the sale price.

If you think your assessment is out of line, appeals go to the Union County Board of Taxation, which happens to sit in Westfield at 300 North Avenue East (908-527-4775). That is separate from a sale and will not hold one up.

Rentals, Lead Inspections and Vacant Homes

Westfield landlords of single-family rentals and of two-family buildings they do not live in file landlord registration with the Town Clerk (908-789-4030), and every rental owner registers a current liability insurance certificate each year. Pre-1978 rentals that are not exempt have needed a visual lead-paint inspection since July 2022, at each tenant turnover or every three years, whichever comes first; a Lead-Safe certification lasts two years.
