The Fire Official's Inspection

Before a Fanwood home is sold, the borough's fire official must inspect it to confirm the smoke detectors and carbon monoxide alarms are in place. The process is simple: pay for the inspection at Borough Hall, 75 North Martine Avenue, then book the inspector for a convenient time. The borough's application sets the fee by how much notice it gets before the new occupant moves in, per dwelling unit:

  • $60 when the request arrives more than ten business days before the change.
  • $90 for four to ten business days.
  • $170 for fewer than four business days.
  • $35 for each re-inspection after a failed visit.

Two lines on the form matter more than the fee. It asks whether any open building permits have been verified as closed, so an old project without its final inspection can come up here. And it applies the alarm rules according to when the house was built. A home built before 1977 needs a battery alarm on every level, basement included, and one within ten feet of the bedroom doors; where none exist, or when old ones are replaced, they must be ten-year sealed units, and any hard-wired alarms installed with the original construction may not be swapped for battery ones. Alarms are replaced after ten years in any case.

On a sale to us, we pay the fee well ahead of closing so it stays at $60, deal with the borough's Construction Office (908-322-5244) on any open permit, and install whatever alarms the inspector requires. If a house is going to be demolished or completely rebuilt, the form provides a waiver route backed by affidavits from both sides' attorneys and a $20 fee.

Taxes Now Collected by Scotch Plains

Since May 1, 2026, Fanwood's tax collection has been handled by Scotch Plains under a five-year shared services agreement that the Borough Council approved in April 2026. In-person help is at the Scotch Plains municipal building, 430 Park Avenue, weekdays from 8:30 to 4. The bills themselves still come from Fanwood: an estimated third-quarter bill in June and a final, reconciled bill in September that covers the fourth quarter and the first half of the following year, plus added-assessment bills in October for improvements. Payments are due on Feb. 1, May 1, Aug. 1 and Nov. 1, with a ten-calendar-day grace period that is extended when the tenth falls on a weekend or holiday; after it, interest runs from the due date.

Fanwood's 2025 general rate was 3.120 and its effective rate 2.249, and the borough lists its 2026 rate as 3.261. At closing the title company prorates the year's taxes by the day and pays any balance from your proceeds, so the change of collector does not affect a sale.

The Sewer Utility Bill Lenders Do Not Pay

Fanwood created a sewer utility in April 2018 to pay for work on its aging sewer lines, and it bills once a year based on the previous year's water use. For 2026, a home pays $150 for up to 35,000 gallons, $266 for 35,001 to 70,000 gallons, and $58 for each additional 10,000 gallons, capped at $1,000. The borough points out something owners miss: mortgage companies do not pay this bill even when they pay the property taxes from escrow. Unpaid sewer charges carry 8% to 18% interest and can end up in the tax sale as a lien on the house.
