The Smallest Footprint in the Area
Garwood measures about 0.65 square miles of land. In 2020 it held roughly 6,850 people per square mile, and the Census Bureau estimates it grew by about a fifth after that, from roughly 4,450 residents at the 2020 count to an estimated 5,390 by July 2025. It is also more of a renter's town than Cranford or Westfield next door: owners occupy only about 54% of homes, and the average household is small, at 2.29 people.

With that many rentals, a typical Garwood seller is as likely to be a landlord with a two-family as an owner moving out. Both kinds of sale are routine for us, and neither requires you to empty the building or fix it up first.
The Certificate of Compliance and Its Sliding Fee
Before a Garwood home changes occupancy, the Bureau of Fire Prevention and Code Enforcement at the fire department on South Avenue issues a Certificate of Compliance. The application lists exactly what the inspector checks, and the owner must tick every box for the certificate to be valid:
- A smoke detector on each level, basement included; unfinished attics and crawl spaces are excluded.
- Smoke and carbon monoxide alarms outside every separate sleeping area, within ten feet of the bedrooms.
- Every alarm working and less than ten years old. Since January 1, 2019, battery units must be the ten-year sealed type.
- The use of the house complying with zoning.
- Stormwater discharge meeting the borough's land-use code.
- No open building permits.
What sets Garwood apart is the fee, which depends on how far ahead of closing the bureau receives the application. More than ten business days ahead, it is $70. Between four and ten business days, it is $100. Four business days or fewer, it jumps to $200. A certificate is not transferable, the fee is not refunded, and if the occupancy change does not happen within six months, a new application and fee are needed. On a sale to us, we file as soon as you accept, which keeps the fee at the lowest tier and leaves time to deal with any open permit or zoning item before closing. Correcting what the inspector finds is our cost, since the house is being sold to us as it is.
Rental Licenses in Garwood
Under Ordinance 23-07, every rental unit in Garwood must be registered and licensed, and a unit may not be occupied without a license. A new license is needed every time a tenant changes, and the unit is inspected at that point for zoning, property maintenance and fire safety. The fees are $150 per unit to register initially, $125 for each change of occupancy and $100 for a reinspection after a failed visit. Owners also register a liability insurance certificate each year for a $25 fee. A senior owner who lives in one unit and qualifies for the senior tax deduction does not pay the fee for that unit. Fines for ignoring the insurance and registration rules run from $500 to $5,000.
If your building is not fully licensed, or a unit has turned over without a new inspection, you can still sell. When we buy, existing tenants stay under their leases, their deposits move to us, and bringing the licenses up to date becomes our job. Taxes and the Per-Unit Sewer Fee
Garwood's 2025 general tax rate was 2.858 and the effective rate 2.059. Taxes are due quarterly on Feb. 1, May 1, Aug. 1 and Nov. 1, with a ten-day grace period; after it, interest runs back to the first of the quarter, and a mailed payment counts only when it arrives. The tax office is at 403 South Avenue (908-789-0475).
Since 2025 the borough has also charged a residential sewer user fee, collected by the same office. It is a flat amount for every unit, occupied or empty: $105 per unit in 2026, rising $5 a year to $120 in 2029. Bills go out by June 1 and are due July 1, and late balances accrue 1.5% a month. Qualifying seniors, disabled owners and veterans get $25 off. A two-family therefore pays two fees. At closing, the current year's taxes and sewer charge are split by the day, and anything overdue is paid from the price.
