North Bergen Is Not Quite Like Its Neighbors

North Bergen covers 5.14 square miles, about four times the land area of Union City and five times that of West New York. It is still crowded, at over 12,000 people per square mile in 2020, but far less so than the towns to its south. Four in ten homes are owner-occupied, a higher share than in Hoboken, Union City, West New York or Weehawken, and 17.6% of residents are 65 or older. The population estimate has slipped about 3% since the 2020 census. Put together, those figures suggest many owners have been in the same house a long time and are now deciding what comes next.

Two Township Certificates Before Closing

North Bergen's Code Enforcement Office, in Room 208 at Town Hall on Kennedy Boulevard, issues a Residential Owner Certificate for a sale, a refinance or a new rental. The application lists the property, the number of apartments in the building, the owner's individual name and home address, the incoming owner or tenant, and the name and age of everyone who will live there. Before the certificate issues, the office checks the zoning, compares the recorded use of the building with its current use, notes whether it conforms, confirms the taxes, and inspects. The same office investigates illegal apartments, and that comparison of recorded and actual use is where an unpermitted basement or attic unit tends to surface.

The second certificate covers smoke and carbon monoxide alarms in one- and two-family homes and condos, and it comes from the Fire Prevention Bureau. Its fee depends on how far ahead you book:

The bureau takes cash, check or money order, not credit cards. Because we file early, the lowest fee usually applies, and if an alarm fails we replace it before the re-inspection. If the township finds an extra unit that was never approved, we can still buy; the issue is priced into the offer and becomes ours to resolve after closing.

Rent Control and the Housing Inspectors

North Bergen has its own rent control ordinance, run by the Rent Control office at Town Hall. The office tracks legal base rents, allowed increases, capital improvement surcharges and hardship requests, and it keeps registration files. When a building changes hands, the new owner registers it, giving the purchase date, the previous owner and the rent rolls. Renovating a unit under the township's Rental Unit Preservation Allowance requires inspections before and after the work, with a $100 application. Separately, the township's Bureau of Housing Inspectors inspects every multiple dwelling on the state's five-year cycle.

For you, the practical point is that a sale to us does not disturb any of this. Tenants keep their leases, rents stay at their legal levels, and their deposits are transferred to us. Taxes, Utilities and Payoffs

North Bergen's tax collector, also at 4233 Kennedy Boulevard, handles current bills, delinquent taxes, municipal liens and redemption statements after a tax sale. Like every New Jersey town, the township bills on the state's quarterly cycle, with installments due on Feb. 1, May 1, Aug. 1 and Nov. 1. On the state's 2025 figures, North Bergen's general rate was 1.828 per $100 of assessed value and its effective rate 1.661, below Union City, West New York and Weehawken. Behind on taxes? Sewer service here is not handled by the North Hudson Sewerage Authority that serves the towns to the south. The North Bergen Municipal Utilities Authority, on Tonnelle Avenue, collects and treats wastewater and runs garbage and recycling. Before closing we ask for a final water reading and settle the MUA account so nothing is left behind as a lien.

Selling After Decades in the Same House

Many North Bergen sellers are older owners with a paid-off house, a lifetime of belongings and stairs that have become a problem.
