West New York sits on 0.99 square miles of land on top of the Palisades, between Union City and Guttenberg, and holds about 53,000 people. The Residential Owner Certificate

Before a West New York property changes hands, the town's Code Enforcement and Building Department issues a Residential Owner Certificate. The application gives the anticipated closing date and the names of both the present owner and the purchaser; if either is an LLC, the actual manager or principal must be named or the application is rejected. The fees on the current form are paid to the Town of West New York:

The inspector's checklist covers more than alarms: heating equipment needs a fire-rated ceiling or a sprinkler over it, every open permit must have its final inspections, exits and stairs need clear egress and handrails, interior doors cannot have keyed locks, windows cannot be broken, and outstanding building or property-maintenance violations are noted.

What makes West New York different is the affidavit. The purchaser signs a notarized certification stating that the property is bought "as is" and that the purchaser is responsible for any outstanding violations that exist at and after closing. A family buying with a mortgage often will not sign that until the repairs are done, which pushes the cost back to you. When we are the buyer, we sign it, and the violations become ours to fix after settlement.

Smoke and Carbon Monoxide Certification

Separately, the Office of Fire Prevention on Tyler Place certifies the smoke and carbon monoxide alarms for one- and two-family homes, condos, co-ops and rentals when the occupant changes. The fee is $150, a failed inspection adds $20 for the return visit, and the check is made out to the WNY Bureau of Fire Safety. A certificate is good for six months, so it has to be timed to the closing. Older battery alarms have to be ten-year sealed units. The same office installs free combination smoke and carbon monoxide alarms for residents who ask, which is worth knowing if you plan to keep living in town. Rent Control in West New York

West New York has a rent control law and a Rent Control Board that has been meeting monthly over Zoom in 2026. Landlords file an annual rent registration statement and a landlord registration statement, tenants can file overcharge complaints, and owners use a separate application to pass sewer cost increases through to tenants. A building that has not filed its registrations, or has charged more than the allowed rent, is harder to sell to a buyer relying on a mortgage.

Taxes, Tax Sales and Sewer Liens

The tax collector bills quarterly, with payments due on Feb. 1, May 1, Aug. 1 and Nov. 1. There is a ten-day grace period; on the eleventh day, interest is charged from the original due date, though a tenth day that lands on a weekend or holiday rolls to the next business day. Postmarks are not accepted. West New York usually holds its tax sale in December; the last one, an online auction of 2025 and earlier delinquencies, ran on December 17, 2025. The town also held a separate online sale in 2026 for overdue sewerage charges, so an unpaid sewer balance can become a lien on its own.

The state's 2025 table shows a general rate of 8.707 per $100 but an effective rate of 1.771. The gap means assessments in West New York sit far below current market values, not that bills are four times higher than in neighboring towns. Final Water and Sewer Bills

Veolia handles water service and meter readings in West New York, and the North Hudson Sewerage Authority bills sewer from those readings. For a sale, Veolia takes a final reading first, then the authority uses it to issue a final sewer bill within about one to two weeks. We set both in motion once the closing date is fixed.
