The township's Division of Fire Prevention, based at 46 Gibraltar Drive in Morris Plains, issues the certificate New Jersey demands whenever a one-unit or two-unit house is sold. The form asks whether the house has ten-year sealed battery alarms, hardwired alarms or a centrally monitored system, and whether a generator, rooftop solar or battery storage feeds the house, because a home with a second power source now needs a warning label near the panel. Someone over 18 must be at the house for the inspection, payment has to arrive first (cash, check or money order to the Township of Parsippany), and the finished certificate is good for six months. The township waives the sale fee for its own fire, EMS, police, rescue and OEM members and for military personnel, though not for rentals.

Parsippany's Housing Division enforces Chapter 213 of the township code, the Housing and Property Maintenance Code, which reaches every single-family rental and every apartment in town. Landlord registration and housing inspection requests both run through the township's GovPilot portal.

Property Taxes in Parsippany-Troy Hills

The Division of Collections at town hall, 1001 Parsippany Boulevard, prepares and mails the bills and collects both current and overdue taxes, and it enforces unpaid balances through the tax sale. State law puts the installments in Feb., May, Aug. and Nov., each due on the 1st. One detail surprises newcomers: the township has six separate fire districts, and every district sets its own rate, so two houses with the same assessment can carry slightly different bills depending on the district.

On the state's 2025 table Parsippany's general rate was 3.452 for each $100 of assessment, and measured against market value (the effective rate) it came to 2.452, the fourth-highest effective rate among Morris County's 39 municipalities. Should a tax sale certificate already be recorded against the house, the payoff is deducted from the price at settlement, and the rest is yours. Township Water, Sewer and the Last Bill

The township's own Water Department, based on Pump House Road, supplies drinking water across Parsippany, and wastewater flows to the township treatment plant, which can handle 36 million gallons a day and averages about nine, through roughly 370 miles of sewer and 25 pump stations. Water and sewer are billed together every quarter, and a bill is due 30 days from its date before interest starts to accrue daily. Before closing, the township's water and sewer charges need a final figure so the title company can pay them; we request it from that office once a settlement date is set. Two programs may also touch a sale. The Water Department is replacing meters house by house in a second phase, and it is inventorying lead and galvanized service lines under state rules.
