The Reoccupancy Inspection

Manchester requires a combined smoke detector, carbon monoxide and reoccupancy inspection for every one- or two-family home that is sold, and again whenever a rental gets a new tenant. Requests go through the township's online citizen portal. A standard request costs $100 and is scheduled when an inspector is free; paying $400 buys an inspection on the next workday, and if the house fails, the re-inspection keeps the date that would have been offered originally. The fast option is off the table when the property has open permits.

The inspections office is in the basement of Town Hall at 1 Colonial Drive (732-657-6700), and the township enforces the 2006 International Property Maintenance Code alongside the state fire rules. If you sell to us, we pay for the inspection, put in or replace the alarms, close out any old permit that blocks the schedule, and attend the visit.

Senior Communities in Manchester

The township's own water and sewer guide lists Manchester's named neighborhoods by service area: east of the Route 70 Lakehurst Circle are places such as Leisure Knoll, Leisure Village West, Pine Lake Park and Renaissance, and to the west are Crestwood Villages 1 through 7, Pine Ridge, Whiting Station and Cedar Glen Lakes, among others. The zoning office notes that fences are not allowed in senior communities with shared common grounds, a reminder that those developments live under rules of their own.

If your home is in one of these communities, the association or management office may have its own forms, fees or approval steps on a resale. Water, Sewer and the Final Reading

Manchester runs its own township water and sewer utility, split into an Eastern Service Area (blue bills) and a Western Service Area (green bills). Charges are billed four times a year, each bill is due on its billing date with a 30-day grace period, and unpaid charges stay with the owner of the property.

The final reading for a sale has rules worth knowing. The request must first be faxed to Revenue Collections (732-408-0370); only then can the utility plant on Ridgeway Road (732-914-1200) book an inside reading, on weekdays between 8 and 2:30. Someone has to be at the house to let the technician in; the township will not use a lock box and will not enter a vacant home. For a family settling an estate from out of town, that can mean an extra trip. When you sell to us, one of our people meets the technician.

Taxes at 1 Colonial Drive

The tax collector also works out of Town Hall. Property taxes are owed February 1 and May 1 for the first half of the year and August 1 and November 1 for the second, with ten calendar days of grace, and the bills go out once a year in July. The state's 2025 figures put Manchester's general rate at 1.455 per $100 of assessed value and its effective rate at 1.514. Owners 65 and older with very limited income may qualify for the $250 senior citizen deduction, and veterans for a separate $250 deduction; if one is on your bill, the title company accounts for it at closing.

A seller 62 or older who lives in the home may also qualify for the state's reduced realty transfer fee, which shows up as a lower line on the settlement sheet. If taxes or utility charges have fallen behind, the arrears come out of the price. Our tax lien page explains how a sold lien is cleared.

Vacant Houses and Rentals

An empty Manchester house is costly to keep. Since March 2016 the township has required owners to register any vacant property within 30 days of it becoming vacant, or of taking ownership, at $1,000 for the first registration, $2,000 for the first renewal and $3,000 a year after that. A house that sits through an estate or a slow listing can run up those fees along with maintenance violations. We can close quickly enough that the registration never comes due, or take a registered house as it is.

Estates, Foreclosure and Local Help

For a Manchester estate, the executor or administrator gets letters from the Ocean County Surrogate, 118 Washington Street, Toms River (732-929-2011), and can then sign with us.
